Where the time actually goes

Most people asking this question are picturing construction: the framing, the roof, the finishes. That is the visible half, and it is rarely the half that decides whether a project lands on schedule.

The work that sets the timeline happens before a single truck arrives. Design development, structural and civil engineering, geotechnical investigation, title and survey, and then plan check with the relevant jurisdiction. On a straightforward lot with a cooperative agency, that sequence can close in nine months. On a hillside parcel needing a geotechnical report, a grading permit and a discretionary review, fifteen months is a fair expectation and longer is possible.

The three stages, honestly

Design and engineering

Four to eight months for a fully custom home. The range is wide because it is driven almost entirely by decision-making speed, not by drafting speed. A client who resolves the plan in three rounds finishes in four months; a client who revisits the massing after the structural engineer has started finishes in eight, and pays for the engineering twice.

Permitting

Three to nine months, and the least controllable stage. Every jurisdiction runs its own plan check queue, and correction cycles are normal rather than exceptional, and the first submittal almost never comes back clean. Coastal jurisdictions, hillside overlays and any project triggering discretionary review sit at the long end of that range.

Construction

Twelve to twenty months for a ground-up custom residence. Site work is the swing factor: a flat pad with utilities at the curb starts fast, while a hillside pad requiring excavation and engineered retention can absorb three to six months before the foundation is poured. That work is invisible in the finished house and enormous in the schedule.

What actually compresses a schedule

Three things, in order of effect.

Finish the drawings before you break ground. Every change after permit issue costs more time than the same change would have cost during design, by a wide margin. This is the single largest lever, and it is entirely within the client's control.

Bring the builder in during design. Constructability review before the drawings are final catches the details that otherwise become RFIs, and RFIs become field delays. It also produces a real budget early, which is when a budget is still useful. This is a core part of how we run residential development projects.

Order long-lead items absurdly early. Windows, custom millwork, specialty equipment and anything imported. These have no relationship to the rest of the schedule and will happily become the critical path if nobody is watching them.

What does not compress a schedule

Adding labor to a stage that is waiting on an approval. Splitting a trade across two crews to work faster in the same space. Starting a stage before its predecessor is genuinely finished. All three feel like progress and all three generate rework.

A schedule is a sequence of dependencies, and the only durable way to shorten it is to remove a dependency, not to push harder on one that is already blocked.

What a realistic schedule looks like on paper

A credible schedule has three properties, and you can check all of them before signing anything.

It names the approvals. A schedule that shows "permitting" as a single bar has not been thought about. The real version lists the specific submittals the project needs: building, grading, any discretionary review. Those are what the calendar actually depends on.

It shows the long-lead items separately. Windows and millwork do not care what the framing crew is doing. If they are not tracked on their own line, they are not being tracked.

It has float in it. A schedule with no slack is a schedule that has already decided to be late. The question worth asking a builder is not "how fast can you do it" but "where is the float, and what happens when it is used up?"

Why the range is so wide

Two houses of similar size on similar budgets can differ by a year, and the difference is almost never the construction itself.

Jurisdiction is the largest single factor. Plan check timelines vary substantially between cities, and a project that triggers discretionary review enters a different process entirely, one measured in hearings rather than in correction cycles.

Site conditions come second. A flat lot with utilities at the curb and a hillside parcel needing excavation, retention and a geotechnical investigation are not the same project, whatever the floor plans look like.

Decision-making speed is third, and it is the one nobody plans for. The design stage runs at the speed of the slowest decision, and a change made late costs several times what the same change would have cost early: first in redrawing, then in re-engineering, then in re-permitting.

Common follow-up questions

Can you start construction before the plans are approved?
Not safely. Building ahead of plan check approval risks a stop-work notice, and any correction the plan checker requires then has to be undone in the field rather than on paper. The one legitimate accelerator is phased permitting, where grading and foundation are permitted ahead of the superstructure so site work can begin while the rest of the drawings finish review.
What causes the biggest schedule overruns?
Changes after permit, almost always. A revision that would have cost nothing during design becomes a redraw, a resubmittal and a new position in the plan check queue once the permit is issued. Long-lead materials and utility connections are the other two, and both are worth ordering and applying for far earlier than feels necessary.
